and a font of your own choise
  1. open your picture and convect to raster layer
  2. Adjust, add and remove noise, salt and peber                                                                                                           
  3. new raster layer and close the picture on the eye, flood fill with gold pattern.
  4. draw this layer down under the first layer and open on the eye again.
  5. Activate the picture layer -  load mask ww-edgemask5                                                                              
  6. delete mask raste-layer, merge groupe.
  7. select all, edge seeker, free hand 
  8. mark all the way round the motive, it doesn't matter if it som places misses the edge 
  9. your image should now look as the following.                                                                            
  10. Activate the motive layer -  effects, textures, mosaic antique                                                                            
  11. effects, textures,blinds                                                                                                            
  12. select none
  13. Image, add border, 3 pixels, color black - select with magic wand, flood fill with gold
  14. select none
  15. Image, add border, 15 pixels, color black - select with magic wand, floodfill with the  pattern made by the picture - angle 45 - scale 100. Inner bevel                                                                                     
  16. Image, add border, with a different color-  3 pixels - magic wand select the frame flood fill with gold.
  17. write the name using the font that suits you I have used Frankenstein,  foreground gold pattern - background is a blue nueance from the picture - not to bright.    
  18.  inner bevel as before. 
  19. drop shadow                                                                                                                                                  
  20. Merge flatten
  21. Resize and save as jpg-file
